Can't Netboot over same VLAN

Hello,

I'm working my first IT job, and I've been assigned to image the iMac's in my organization. The organization used to use DS to push out images, but the service hasn't been used in a few years. I'm trying to set up a DS server with netboot and I've been running into a strange problem. I'm trying to test out netboot between a client and server machine on (what I think is) the same VLAN (both computers are physically attached to the same switch). I've created an .nbi file using the system image utility on OS X to see if I'm able to push the netboot image to the client computer. The client is able to see the netboot option when I open Startup Disk in system preferences. However when I have the client restart, I don't see anything on the screen for about 5 minutes and then the computer boots to the disk already on the computer. I tried disabling csrutil and adding the server IP via csrutil netboot add. What's also really interesting is that I don't see anything come up on the DHCP or Netboot Logs on the server, but when I do a packet trace, netboot does seem to be working correctly? (Or at least the packets match what I think I should be expecting). I'm not familiar with netboot and I'm a pretty new IT person, so I'm not sure if it's a silly mistake on my end, or if there is something wrong with the configuration or netboot, or another issue. I've been working on this problem for about 2 weeks now so any help/advice/tips that you guys could provide would be super awesome. I'm hoping this isn't a replication of another post, but looking though, I didn't really see anything that matched this issue, or the fixes that I tried didn't help.
